Fix for traffic from Russian Open Spaces spawning everywhere.

Now the traffic will only spawn in Russia and Belarus.

Even after editing the manifest to allow the mod to be used I am still seeing the Russian Open spaces traffic on other maps sadly.

Southern region causes the same in 1.48. I see a lot of Lada's and Gaz's in Brazil. I didn"t update ROS yet. When i removed SR, russian traffic disapaered from Chile
